摘要 为改进和提升高校突发事件应急管理水平,本文通过社会技术系统理论,从人员、技术、组织、环境4个子系统出发识别高校突发事件应急管理的影响因素;运用解释结构模型(ISM)对影响因素间的复杂逻辑关系进行层级划分,从而构建8层递阶结构模型;运用交叉影响矩阵相乘法(MICMAC)计算各影响因素的驱动力和依赖性数值,绘制驱动力—依赖性分类图,并提出相应措施。结果表明:组织管理子系统是最本质的影响因素,应规范组织机构建设、加强规章制度建设,从根源上确保突发事件应急管理工作的实施。 In order to improve and enhance the level of emergency management of universities and colleges,in this paper,influence factors of the emergency management in the universities and colleges were recognized from the four subsystems such as personnel,technology,organization and environment through the social technology system theory.The interpretative structure model(ISM)method was used to classify the level of the complicated logical relationship among the influence factors,so as to build an 8-level hierarchical structure model.The matrices impacts croises-multiplication appliance classment(MICMAC)was used to calculate the driving force and dependence value of each influence factor,draw the classification diagram of the driving force-dependence,and put forward the corresponding measures.The results show that the organization and management subsystem is the most essential influencing factor;that the construction of organization shall be standardized and the construction of rules and regulations shall be strengthened,so as to ensure the implementation of emergency management from the root.
