Government Governance in the Era of Artificial Intelligence:Opportunities and Challenges

由于在私营部门取得了广泛成功,政府部门和学界开始越来越重视人工智能技术。研究表明,和其他科技创新一样,人工智能为政府治理带来巨大的历史机遇,将推动政府部门的治理理念、治理方式与过程以及治理结构的深层次转变,提升政府的治理水平与能力。在带来机遇的同时,随着人工智能而来的挑战也不应忽视,这些挑战已经覆盖了人工智能技术本身的安全与可靠性、人工智能技术应用过程中所产生的社会化影响、政府对人工智能技术的运用及其治理等多个方面。本文在论述人工智能为政府治理带来机遇和挑战的基础上进行系统剖析,加深政府部门对人工智能的理解,推动人工智能在政府治理中发挥更大作用。

As a result of its success in the private sector,government and academic have begun to pay more and more attention to artificial intelligence(AI)technology.The research show that like other scientific and technological innovations,AI technology has brought great historical opportunities for government governance,which will promote the deep-seated transformation of governance philosophy,governance methods and process,and the structure of government,and greatly improve the governance level and ability of government departments.However,it is worth noting that while bringing opportunities for governance,the challenges associated with AI should not be ignored,especially these challenges have covered the safety and reliability of AI technology itself,its social impact,and the applications and governance of it by government departments.This paper systematically sorts out the opportunities and challenges brought by AI for government governance,which is conducive to deepening the understanding of government on it,so as to promote the greater role of it in government governance.
