中关村科技创新政策对区域创新能力的影响

Research on the Impact of Science and Technology Innovation Policy on Regional Innovation Ability in Zhongguancun

本文选取中关村作为高新区代表建立系统动力学模型,分析中关村核心1+4资金支持政策对于北京市区域创新能力的提升作用。实证结果表明,不同细分维度的创新能力对支持政策的弹性不同,不同类型的支持政策的作用方式也不同。因此,创新支持政策应更多聚焦于易受政策影响的知识获取和创新绩效两个细分创新维度,同时在企业创新维度加大财政投入对社会资本的杠杆作用;此外,要着重发挥人才创新创业类和金融类创新能力影响强度大的政策类型的主导作用,同时兼顾创新能力与创新环境类和重大项目类等创新能力影响范围广的政策类型的基础作用。

Zhongguancun was selected as the representative of the high-tech zone to establish a system dynamics model,and the effect of Zhongguancun s core 1+4 financial support policy on the improvement of Beijing s regional innovation ability was analyzed.The empirical results show that the flexibility of innovation capability of different subdivision dimensions to supporting policies is different,and the modes of action of different types of supporting policies are different.Therefore,innovation support policies should focus more on two subdivided innovation dimensions,namely knowledge acquisition and innovation performance,which are susceptible to policies,and at the same time increase the leverage effect of fiscal input on social capital in the enterprise innovation dimension.In addition,emphasis should be placed on giving play to the leading role of policy types with strong influence of talent innovation,entrepreneurship and financial innovation ability,while giving consideration to the basic role of policy types with wide influence range of innovation ability,such as innovation ability,innovation environment and major projects.
