Problems and Countermeasures in the Development of Railway Container Multimodal Transport

为系统全面地梳理铁路发展集装箱多式联运存在的问题,提出复杂系统问题链理论,由上至下对问题进行拆解,从客户角度出发,系统阐述我国铁路集装箱多式联运在运输价格、运输时效、服务便捷性等方面存在的问题,针对询价不便、综合费用高、调价欠灵活、运输时效有待提升、准时性有待加强、市场环境不成熟、信息不畅等问题的表现和原因,提出推进运输价格市场化、大力提升运输时效、改进运输服务质量、完善多式联运市场环境等对策建议,为铁路集装箱多式联运健康发展和运输结构调整提供参考。

In this paper,the complex-system problem chain theory was proposedto systematically and comprehensively organize the problems in the development of railway container multimodal transport,and those problems were disassembled from top to bottom.From the perspective of customers,this paper described the problems of China’s railway container multimodal transport in transportation fares,transportation timeliness,service convenience,etc.Then,countermeasures were put forward considering the performance and reasons of the problems such as inconvenient inquiry,high comprehensive costs,inflexible price adjustment,poor transportation timeliness and punctuality,immature market environment,and poor information sharing.These countermeasures include promoting the marketization of transportation fares,vigorously improving the timeliness of transportation,elevating the quality of transportation services,and improving the multimodal transport market environment.In this way,a reference can be provided for the healthy development of the railway container multimodal transport and the structural adjustment of transportation.
