天津市公共卫生服务能力与区域公共预算收支、感知绩效的耦合协调度

The degree of coupling and coordination among Tianjin’s public health service capacity,regional public budget revenue and expenditure,and perceived performance

目的基于耦合协调度理论,分析天津市公共卫生服务能力与区域公共预算收支、感知绩效的耦合协调发展情况。方法运用公共卫生服务能力与区域公共预算收支、感知绩效综合评价指标体系,构建综合评价模型和耦合协调度模型。结果9个市辖区公共卫生服务能力综合评价指数大于区域预算收支综合评价指数,7个市辖区公共卫生服务能力综合评价指数大于感知绩效综合评价指数,公共卫生服务能力与区域公共预算收支、感知绩效的耦合协调度属于中级耦合协调类的地区较多。结论建议查漏补齐公共卫生服务未覆盖地区,加快公共卫生服务全覆盖的步伐,提高偏远地区的公共卫生服务水平,加强对偏远地区的财政转移支付和能力建设支持,规范资金使用,做好规划,完善相关财政资金绩效评价体系,强化绩效管理,做好政务公开,满足人民群众基本公共卫生服务需要,鼓励居民参与和感受公共卫生服务工作。

Objective To analyze the coupling and coordination development of Tianjin’s public health service capacity,regional public budget revenue and expenditure,and perceived performance using the theory of coupling coordination degree.Methods The comprehensive evaluation index system of public health service capacity,regional public budget revenue and expenditure,and perceived performance was used to construct a comprehensive evaluation model and a coupling coordination degree model.Results The comprehensive evaluation index of public health service capacity in 9 municipal districts was greater than the comprehensive evaluation index of regional budget revenue and expenditure,and the comprehensive evaluation index of public health service capacity in 7 municipal districts was greater than the comprehensive evaluation index of perceived performance.There were many areas where the degree of coupling and coordination among public health service capacity,regional public budget revenue and expenditure,and perceived performance belonged to the middle-level coupling and coordination category.Conclusions It is suggested that the full coverage of public health services be accelerated and the capacity of public health services in remote areas be improved,financial transfer payments and capacity building support for remote areas be enhanced and the use of funds be well planned and regulated,the performance evaluation system of relevant financial funds be improved and performance management be strengthened.And it is also necessary to keep the public informed of the government affairs,so as not only to meet the public’s needs for basic public health services,but also to encourage residents to participate in and enjoy public health services.
