乡村振兴背景下农村长期护理保险发展分析——基于ISM的影响因素研究

Development of rural long-term care insurance under the background of rural revitalization——Research on influencing factors based on ISM

目的促进农村长期护理保险发展,提升农村基本公共服务质量,加快农村医疗卫生水平升级,有助于全面推进乡村振兴。方法通过文献研究法和德尔菲法,提取了农村人均收入、社会认可程度、受教育程度等9个影响农村长期护理保险发展因素,根据8位专家意见,结合ISM方法探究影响因素间的相互关系。结果受教育程度是农村长期护理保险实施中应当重点关注的关键制约因素,参保人贫困、农村人均收入和相关疾病认识是影响农村长期护理保险实施的间接因素,医保可划拨资金、付出-回报关系、筹资渠道、护理服务供方数量和生活质量作为系统中的直接影响因素,是进行目标管理和控制的最终目标。结论农村长期护理保险发展在硬件和软件上存在短板,深层次原因是农村经济社会发展水平偏低。

Objective To promote the development of rural long-term care insurance,to improve the quality of basic public services in rural areas,and to accelerate the upgrading of rural health services so as to comprehensively promote Rural Revitalization.Methods The literature research method and the Delphi method were adopted to extract 9 factors affecting the development of rural long-term care insurance,including rural per capita income,social recognition,educational level,etc.Based on the opinions of 8 experts,the interrelationships among those factors were explored in combination with the ISM method.Results Educational level was the key constraint factor that should be attached great importance to in the implementation of rural long-term care insurance.The indirect factors that affected the implementation of rural long-term care insurance included poverty of the insured,rural per capita income and awareness of related diseases.The direct factors which included medical insurance funds allocable,pay-return relationship,financing channels,the number of nursing service providers and the quality of life,in the system were the ultimate goals of target management and control.Conclusions The development of rural long-term care insurance has shortcomings in hardware and software.The underlying reason is the low level of rural economic and social development.
