摘要
黄河上游地区面临保护环境与发展经济的双重压力,提高产业生态化发展效率是关键。运用非角度超效率SBM模型测度黄河上游22个地区2015年-2018年的产业生态化发展效率,并结合GML指数得出以下结论:黄河上游地区产业生态化效率差异显著;全要素生产率提升的地区只占22.7%,多数地区全要素生产率明显下降;规模效率恶化是影响全要素生产率的主要原因,其次是技术进步。因此,黄河上游地区产业生态化发展时,首先要考虑规模效益,其次是技术进步。
The areas in the upper reaches of the Yellow River are faced with dual pressure of environmental protection and economic development. The key to the challenge is to improve the ecological transition efficiency of their industry development. The non-angle Super-Efficiency SBM model is used to measure the efficiency of ecological transition of the industrial development in 22 areas in the upper reaches of the Yellow River from 2015 to2018.Combined with GML index,the following conclusions are drawn: the differences in development efficiency between the 22 areas are significant.Only 22.7% of the areas have seen increase in their total factor productivity;most areas have seen significant decrease in the total factor productivity. The deterioration of scale efficiency is the main reason for the total factor productivity decrease,followed by technological factor. Therefore,in the ecological transition of industry in these areas,scale benefit should be considered first,followed by technological progress.
