内地西藏班(校)招生选拔的现实样态及优化路径 被引量:1

The Realistic State and Optimal Path of Enrollment in Inland Tibetan Classes(Schools)

摘要 内地西藏班(校)(以下统称“内地西藏班”)开创了民族教育内地规模化办学的先例,为西藏地区人才培养、治边稳藏和繁荣社会作出了重要贡献。基于对东中西部16个省(市、自治区)的21所内地西藏班320名校长及教师,336名西藏中小学校长、教师,部分内地西藏班学生家长及相关教育行政部门行政人员的问卷调查和访谈,分析了内地西藏班招生选拔的现实样态。自办班以来,内地西藏班在招生规模、招考方式、志愿填报等方面都逐渐科学合理,但招生供求矛盾依旧突出、多元评价标准亟待完善、录取分数线公平问题凸显。由此,提出以下建议:耦合招生规模与需求的隙裂,寻求供需结构平衡;确立全面发展的培养理念,完善多元评价标准;恪守“公平+效率”的价值取向,协调招生指标分配。 The inland Tibetanclasses(schools)(hereinafterreferred to as the"inland Tibetanclasses")have set a precedentof large-scale running schools for ethnic education in inland,and has made important contributions to the talent training,border governance,stability and prosperity of the society in Tibet.Based on questionnaire surveys and interviews with 320 principals and 21teachers of inland Tibet classes in 16 provinces(cities and autonomous regions)in the east,central and western regions,336 principals and teachers of primary and secondary schools in Tibet,the parents of some students in inland Tibet classes and the administrative staff of relevant educational administration departments,an analysis has been on the reality of the inland Tibetan class enrollment system.Since the start of running the inland Tibetan classes,the classes have gradually become scientific and reasonable in terms of enrollment scale,enrollment methods,and application.However,the contradiction between the supply and demand in enrollment is still prominent,the multiple evaluation standardsare urgently needed to be improved,and the fairness of admission scores has become a prominent issue.Therefore,the following suggestions are put forward:coupling the scale of enrollment and the gap in demand,seeking a structural balance between supply and demand;establishing a training concept for comprehensive development,and perfecting multiple evaluation standards;abiding by the value orientation of"fairness+efficiency",and coordinating the allocation of enrollment indicators.
