摘要
乡村振兴背景下教育扶贫具有从"扶教育之贫"到"防止教育返贫"和从"以教育扶贫"到"教育促进乡村振兴"的双重意蕴。"十三五"期间,在"扶教育之贫"方面,青藏地区教育事业取得长足发展,但学校布局不适切;学校教育快速发展,但支持条件尚不充分。在"以教育扶贫"方面,教育目标基本达成,但指向性不明确;课程设置全面,但灵活性不够;培养过程规范,但与地方发展契合度不高。"十四五"期间,教育扶贫需在"防止教育返贫"上均衡学校布局、优化学校质量;同时,在"教育促进乡村振兴"上凸显劳动素养培育、完善课程设置、优化与地方经济社会发展契合的培养过程,探寻青藏地区从教育扶贫到防止教育返贫、以教育促进乡村振兴的新路向。
Under the backdrop of rural revitalization,education poverty alleviation has the dual implication of"helping the poor education"to"preventing returning to education poverty"and from"poverty alleviation through education"to"promoting rural revitalization through education."During the 13 th Five-Year Plan period,education development in Qinghai and Tibet,but the school layout is unsuitable;school education develops rapidly,but the support conditions are not sufficient.In terms of"poverty alleviation through education",the educational goals are achieved,but the orientation is unclear;the curriculum is comprehensive,but not flexible enough;the training process is standardized,but not highly consistent with local development.During the"14 th Five-Year Plan"period,education poverty alleviation should balance the layout of schools and optimize the quality of"preventing returning to education poverty".At the same time,in the process of"promoting rural revitalization through education",education poverty alleviation should highlight the training for labor literacy cultivation,improving curriculum and optimization with local economic and social development,and explores a new path for education poverty alleviation in Qinghai-Tibet region.
