政府购买公共体育服务有效吗?——基于上海、广州291项购买案例

Is Government Procurement of Public Sports Service Effective?——Based on 291 Purchase Projects in Shanghai and Guangzhou

提高政府购买公共体育服务的有效性是建立高效、服务型政府的重要举措。因此,积极推进公共体育服务朝着更制度化、高效化的方向发展,亟需对其有效性进行进一步研究。运用Stata方法对2018年上海市和广州市291项已结项并由第三方评估机构评估的政府购买公共体育服务项目进行研究,通过获取有效性评价数据对政府购买公共体育服务的有效性及其影响因素进行实证检验。研究发现:由于评分标准制度较完善及受众群体较广,政府购买综合类及奥运项目类公共体育服务项目的有效性高于非奥运项目类公共体育服务项目;由于制度与法律的不完善和私营企业的发展水平参差不齐,私营企业承接服务的有效性未必高于社会团体及事业单位;我国转型期公共体育服务购买不适合用公开招标的方式来提高其有效性。

Improving the effectiveness of government procurement of public sports services is the key to building an efficient and service-oriented government. Therefore,in order to actively promote the development of public sports services towards a more institutionalized and efficient direction,it is urgent to further study its effectiveness. This paper uses Stata method to study 291 government procurement of public sports service projects in Shanghai and Guangzhou in 2018,which have been concluded and evaluated by third-party evaluation institutions. The study finds that due to the perfect scoring system and wide audience,the effectiveness of government procurement of comprehensive and Olympic public sports service projects is higher than that of non-Olympic public sports service projects. At the same time,due to the imperfect system and law and the uneven development levels of private enterprises,the effectiveness of private enterprises undertaking services is not necessarily higher than that of social groups and institutions. Public sports service procurement in China’s transition period is not suitable for public bidding to improve its effectiveness.
