摘要
现代信息技术和对地观测技术的快速发展,为加快自然资源智能感知信息化、推进国土空间治理体系与治理能力现代化提供了强有力的契机。自然资源监测监管工作普遍存在标准不一、平台多源、底图分散等问题,迫切需要构建一套高效的自然资源智能感知监测监管体系。本文从“天、空、地、海”四个维度描述了自然资源监测监管体系,介绍了“天、空、地、海”自然资源要素的监测监管流程,提出了自然资源智能感知监测监管体系建设的主要研究内容,并以江苏省为典型案例,说明了体系建设的可行性和有效性。
The rapid development of modern information technology and earth observation technology has provided a strong opportunity for accelerating the informatization of natural resources intelligent perception and promoting the modernization of territorial space governance system and governance capacity.However,such problems as"different standards,multi-source platforms and decentralized base maps"are common in current natural resources monitoring and supervision work,so it is urgent to build a set of efficient intelligent sensing monitoring and supervision system for natural resources.In this paper,the monitoring and supervision system of natural resources is divided from the four dimensions of sky,air,land and sea,and the monitoring and supervision process of natural resources elements of sky,air,land and sea is defined.On this basis,the intelligent sensing monitoring and supervision system of natural resources is built,and the feasibility and effectiveness of the system construction is verified with typical cases.
