本文对澳大利亚奶业发展政策和进出口政策梳理分析。对奶业发展政策的演变分为3个阶段进行归纳与总结:奶业价格制度、补贴政策发展和放松管制时期;进出口政策分别从进出口自由贸易和质量监管两方面进行讨论。研究发现,澳大利亚奶业政策的不断变革是推动其奶业快速高效发展的重要因素,这些奶业政策和经验可以为中国推进奶业社会化服务进程,实现奶业高质量发展提供借鉴。最后分析了中国奶业在未来发展中应加强的政策、可能遇到的风险,并提出促进中国奶业健康快速发展的启示。

This article combs and analyzes the Australian dairy industry development policy and import and export policy. The evolution of the dairy industry development policy is summarized and summarized in three stages: the dairy industry price system, the development of subsidy policies, and the deregulation period;the import and export policies are discussed in terms of import and export free trade and quality supervision policies. The study found that the continuous changes in Australia’s dairy industry policies are an important factor in promoting the rapid and efficient development of its dairy industry. These dairy industry policies and experiences can provide reference for China to promote the socialized service process of the dairy industry and realize the high-quality development of the dairy industry. Therefore, this article finally analyzes the policies that should be strengthened in the future development of China’s dairy industry, the possible risks it may encounter, and puts forward the enlightenment to promote the healthy and rapid development of China’s dairy industry.
