后疫情时代环渤海经济区耕地保护挑战及策略

Challenges and Strategies of Cultivated Land Protection in the Bohai Rim Economic Zone in the Post-pandemic Era

本文研究后疫情时代环渤海经济区耕地保护存在的压力和挑战以及有效应对,以保障区域的粮食安全和社会稳定。立足于环渤海经济区耕地保护现状,从粮食生产、储存、输送、分配等环节分析,总结该区域耕地保护存在的问题和面临的挑战,提出全方位的耕地保护和利用举措。研究发现,当前环渤海经济区耕地面积减少、耕地质量空间差异明显、农田破碎化加重、局部耕地生态环境趋于恶化等问题较为突出。后疫情时代,该区域面临着耕地占补平衡压力依旧很大、耕地生态保护形势日益严峻、耕地产能提升需求不断增加、耕地及配套设施用地协同管护要求提高等多重挑战。为应对后疫情时代粮食安全方面的不确定性,本文从耕地保护多目标协调统一、国土空间规划与用途管制、农用地共同体管护等方面出发,提出了促进区域耕地资源集约高效、可持续利用的对策建议。

This paper studies the challenges of cultivated land protection in the Bohai Rim Economic Zone and measures to deal with them in context of the post-pandemic era,in order to ensure regional food security and social stability.By analysing the link of food production,supply,transportation,distribution it puts forward comprehensive protection and utilization measures for cultivated land.It finds out that in the Bohai Rim Economic Zone,the cultivated land sees a trend of decreasing,obvious spatial difference of quality,fregmentation,ecological deteriatation in recent years.In the post-pandamic era,the region is facing several challenges,such as consistant imbalance of cultivated land occupation and compensation,the increasingly severe ecological deteriatation,the increasing demand for productivity and coordinated protection of cultivated land and supporting infrastructure.In order to cope with the uncertainty of food security in the post-pandaminc era,we put forward some suggestions to promote the intensive,efficient and sustainable utilization of regional cultivated land resources.
