1+X证书制度试点推行的困难及对策分析

四川省教育厅全面贯彻教育部工作部署,大力推进四川省1+X证书制度试点工作。本文对四川省推行1+X证书制度试点工作的现状进行了分析,通过对现状的分析,梳理出了目前在推进1+X证书制度试点工作存在X证书的社会认可度不高、院校对X证书的政策理解不到位以及“书”“证”融合的滞后性等问题。针对以上问题,本文提出了加强1+X证书制度理论与实践研究、加快学分银行与国家资历框架建设步伐、完善评价机构退出机制以及加大财政奖补力度等四点对策及建议。

Sichuan Provincial Education Department has fully implemented the ministry's work and deployment,and vigorously promoted the pilot work of the 1-X certificate system in Sichuan Province.This paper analyzes the current situation of the pilot work of the 1+X certificate system in Sichuan Province,and through the analysis of the current situation,sorts out the problems such as the low social recognition of X certificate in the pilot work of promoting the 1+X certificate system,the in conception of the policy of the X certificate by colleges and universities,and the lag of the integration of"book"and"certificate".In view of the above problems,this paper puts forward four countermeasures and suggestions,such as strengthening the theoretical and practical research of the 1+X certificate systems,speeding up the construction of credit banks and national seniority framework,perfecting the exit mechanism of evaluation institutions,and increasing the financial reward.
