Theoretical Research on the Modernization of Sports Governance System and Governance Capacity in the New Era

党的十八届三中全会提出全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。而体育治理体系和治理能力是推进国家治理体系和治理能力现代化的重要组成部分。基于理论视角对新时代体育治理体系和治理能力建设的内涵进行剖析,从理论层面来看,新时代体育治理体系和治理能力现代化建设基于以“人民为中心”的价值体系;从主体层面来看,新时代体育治理体系和治理能力现代化建设基于以“共建共治共享”的管理体系;从内容层面来看,新时代体育治理体系和治理能力现代化建设基于以“依法治体”服务体系;从方式层面来看,新时代体育治理体系和治理能力现代化建设基于以“公平正义”的评估体系。

The Third Plenary Session of the 18th CPC Central Committee proposed that the overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics,and promote the modernization of national governance system and governance capacity.And sports governance system and governance ability are an important part of promoting the modernization of national governance system and governance capacity.Based on the theoretical perspective,this paper analyzes the connotation of sports governance system and governance capacity building in the new era:from the theoretical level,it is based on the value system of“people-centered philosophy”;from the main level,it is based on the management system of“co-construction,co-governance and sharing”;From the content level,it is based on the service system of“governing sports according to law”;and from the way level,it is based on the evaluation system of“fairness and justice”.
