稀土、基础科学研究与人才培养——访谈严纯华院士

Rare Earth,Basic Research and Talent Development:An Interview with Yan Chunhua

院士跨界高端访谈栏目旨在探索面向未来的科技人文问题。本期访谈中国科学院院士、兰州大学校长严纯华教授,围绕稀土、基础科学研究与人才培养等问题展开。严纯华教授认为,中国作为世界稀土资源储量大国,需要进一步提升稀土资源的价值;稀土新材料产业的关键核心技术要想实现突破,需要充分发挥体制优势,从国家、地方、企业和个人四个层面加强稀土资源安全。同时,稀土产业的发展离不开基础科学研究,然而当前我们对基础研究的投入依旧与欧美国家存在差距,需要构建有利于基础研究的体制、机制,培养研究者的科学家精神和人文素养。基础学科领域的交叉研究是大势所趋,国家只有给予高校更多自由度,才能让“强基计划”体系自洽。兰州大学致力于从管理体系、师资队伍、人才培养、支撑条件四个维度打造高质量发展文化,建设成为世界一流大学。

The Column of Transdisciplinary Top Interview of Academicians aims to explore future-oriented issues in science,technology,and humanities.This interview with Professor Yan Chunhua,academician of Chinese Academy of Sciences and president of Lanzhou University,focuses on issues such as rare earth,basic research and talent development.Professor Yan Chunhua believes that China,as a country rich in rare earth resources in the world,should further promote the value of rare earth with developing the functional rare earth materials and devices.If the key core technologies of rare earth new materials industry want to achieve breakthroughs,it is necessary to give full play to institutional advantages and strengthen the security of rare earth resources from four levels:national,local,enterprise and individual.At the same time,the development of rare earth industry can not be separated from basic discipline research.However,there is still a gap between our investment in basic research and that of European and American countries.It is necessary to build a system and mechanism conducive to basic research and cultivate researchers scientist spirit and humanistic quality.Cross-research in basic disciplines is the general trend.Only by giving universities more freedom can the system of“Plan for strengthening basic disciplines”be self-consistent.Lanzhou University is committed to building a high-quality development culture from four dimensions:management system,faculty and staff,talent training and support condition,and building itself into a world-class university.
