科研诚信管理机构职能探析

科研诚信管理机构在防范和治理学术不端行为时容易出现职能缺失的问题,表现为作用发挥的滞后性、重治轻防的偏向和执行力度不足。通过分析可知,对科研诚信管理机构的职能认识不清、定位不准和设定不科学是主要原因。有鉴于此,明确科研诚信管理机构职能、正确认识科研诚信管理机构职能系统性和有力执行科研诚信管理机构职能势在必行。

When scientific research integrity management institutions prevent academic misconduct,they often have a lack of functions,which is reflected in the lag of the role of scientific research integrity management institutions,the bias of emphasizing governance over prevention and the lack of implementation.The analysis shows that the main reasons are unclear understanding of the functions of scientific research integrity management institutions,inaccurate positioning and unscientific setting.In view of this,this paper puts forward some measures,such as clarifying the functions of scientific research integrity management institutions,correctly understanding the systematicness of scientific research integrity management institutions and effectively implementing the functions of scientific research integrity management institutions.
