农药施用对农业产值的影响:机制与证据

摘要 农药作为最基本的保障型生产资料,对农业起着稳产增产的作用。但近年来农药残留问题以及农药因素引致的食源性疾病问题引起了全社会的广泛关注。文章基于Damage-Abatement和Cobb-Douglas生产函数,梳理农药施用对农业产值的影响机制,并运用1996-2018年全国主要农业投入品面板数据进行验证。结果表明:整体而言,农药施用对农业产值具有稳定且显著的正向关系。具体而言,农药施用对农业产值早期表现为较强的正相关性,近期却表现为较弱的负相关性,说明农药施用强度存在有界性。文章认为近年我国农药施用存在过量的可能,应根据地方农业发展特色,制定和实施差异化农药减量政策。 As a guarantee for agricultural production,pesticide plays a role in stabilizing and increasing production in agriculture.However,pesticide residues and foodborne diseases caused by pesticide have attracted wide attention of the whole society in recent years.Based on the Damage-Abatement and Cobb Douglas production function,this paper combs the impact mechanism of pesti⁃cide application on agricultural output value,and uses the panel data of major agricultural inputs in China from 1996 to 2018 to ver⁃ify it.The results show that:on the whole,pesticide application has a stable and significant positive effect on agricultural output.Specifically,pesticide application has a strong positive correlation with agricultural output value in the early stage,but a weak nega⁃tive correlation in the recent stage,indicating that there is a boundedness in pesticide application intensity.In recent years,there is the possibility of excessive application of pesticides in China,so we should formulate and implement corresponding pesticide reduc⁃tion policies according to the characteristics of local agricultural development.
