摘要
自2015年我国首次将发展普惠金融作为国家战略后,多项财政支持政策推行开来,其主要覆盖“三农”、中小微企业、城镇低收入人群和老龄人群等受众,目前已有一定成效,但还存在着不完善的领域。2020年疫情的爆发使我国本就处在周期性增速下降的经济再次受到重挫,形成宏、中、微三个方面的全方位挑战。面对疫情防控的常态化,原本就处在弱势地位的普惠金融受众受到冲击最大。后疫情时代需要政府出手引导,制定更加适宜的财政金融协同政策,通过推进普惠金融发展更好地实现经济发展。
Since China first took the inclusive finance as a national strategy in 2015,a number of financial support policies have been implemented,which mainly cover the beneficiaries such as“agriculture,rural areas and farmers”,small and medium-sized enterprises,urban low-income people and elderly people.At present,great achievements have been made,but there are still imper⁃fect areas.The outbreak of the epidemic in 2020 once again frustrated China’s economy,which had been already in a cyclical de⁃cline in growth,forming an all-round challenge in macro,medium and micro aspects.In the face of the normalization of epidemic prevention and control,the objectives of inclusive finance,which is already in an inferior position,has been affected the most.In the post-epidemic era,the government needs to guide,formulate appropriate fiscal and financial coordination policies,and promote economic development by boosting the development of inclusive finance.
