严如熤《洋防辑要》评述

On the spirit in A Hand Book of Foreign Defense by Yan Ruyu

严如熤,是清朝乾嘉时期官员,学者。考据学大盛时,他旗帜鲜明地主张为学要经世致用,其代表作《苗防备览》《三省边防备览》被很多学者研究,且评价较高。但学界对其海防著作《洋防辑要》关注不多,一般认为该书主要辑自他人著作,文献价值不高。任何选辑之书的内容编选都蕴含编者个人思想。《洋防辑要》在内容方面,也并非照搬前人,严如熤对所辑录内容进行过严格筛选,如在地图中加详细注解,对不确定的材料会加以说明。虽然其与传统理论性海防著作相比,没有原创性,但是其内容丰富完备,是一本系统全面的实践性洋防手册。因此,应充分肯定其价值和贡献。

Yan Ruyu,an official and scholar during the Qianjia period of the Qing Dynasty.57/5000 When textual research was in its heyday,he clearly advocated that the study of textual research should be applied to the world.His representative works,Preparation for Miao Defense and Preparation for Frontier Defense of Three Provinces,were studied by many scholars and highly appraised.However,the academic community on its sea defense works——A Hand Book of Foreign Defense not much attention,it is generally believed that the book is mainly from other people’s works,there is not much literature value.However,but any book chosen for compilation,the contents of the book picking,grouping contains its personal thoughts,A Hand Book of Foreign Defense in terms of content,is not a copy of the predecessors,strict as Yan Ruyi on the contents of the series have been strictly screened,such as detailed notes in the map,the content of uncertain material will be explained.Although it is not original compared with the traditional theoretical sea defense works,but because of its rich record,complete,is a systematic and comprehensive practical foreign defense manual.Therefore,its value and contribution should be fully recognized.
