环境规制对海洋经济绿色发展的影响

The Impact of Environmental Regulation on Green Development Marine Economy

文章基于2001—2017年中国沿海省份的数据,借助ML模型测算了中国海洋经济绿色全要素生产率(GTFP),结果表明考察期内中国海洋经济GTFP有所提升,技术效率是GTFP提升的主要内部驱动力。进一步从政府环境投资和企业排污费两个角度选取环境规制指标,以GTFP作为海洋经济绿色发展指标,实证检验了二者关系在时间维度和强度维度上的差异。研究认为,在时间维度上,当期及滞后期的环境规制均可显著提升海洋经济GTFP;在强度维度上,门槛效应结果表明环境规制对海洋经济GTFP的影响存在一个门槛,大于门槛值时,环境规制对GTFP的正向影响显著提升。最后,文章从加强海洋生态文明建设,制定差异化的区域发展政策和鼓励创新等角度给出了相应的政策建议。

Based on the data of China's coastal provinces and cities from 2001 to 2017,this paper calculates the green total factor productivity(GTFP)of China's marine economy with the help of ML model.The results show that the GTFP of China's marine economy has been improved during the study period,and technical efficiency is the main internal driving force for the improvement of GTFP.Fur-thermore,environmental regulation indicators are selected from the perspectives of government environmental investment and enterprise sewage charges,and GTFP is used as the green development indicator of marine economy to empirically test the differences between the two in time dimension and intensity dimension.In time dimension,current and lagging environmental regulation can significantly improve GTFP of marine economy.In intensity dimension,the threshold effect results show that there is a threshold for the impact of environmen-tal regulation on marine economy GTFP.When the threshold value is exceeded,the positive impact of environmental regulation on GTFP increases significantly.Finally,some suggestions are given from the perspectives of strengthening the construction of marine ecological civilization,formulating differentiated regional development policies and encouraging innovation.
