摘要
森林采伐限额制度是我国《森林法》规定的一项法律制度,是国家对森林和林木采伐限定的最大控制指标。其目的是对森林采伐数量进行有效控制,防止过度采伐,以此来促进森林蓄积量和森林面积的增加,从而实现森林的可持续经营与永续利用,并使生态环境得到改善,生态安全得到维护和保障。本文针对森林采伐限额制度存在的问题进行了分析,提出了完善森林采伐限额制度的意见和措施,旨在促进森林采伐限额制度更加科学、合理,更符合林业的可持续发展要求。
The forest cutting quota system is a legal system stipulated in the“Forest Law”,and it is the largest control index for forest and forest logging restrictions.Its purpose is to effectively control the amount of forest logging and prevent excessive logging,so as to promote the increase of forest stock volume and forest area,so as to realize the sustainable management and sustainable use of forests,and to improve the ecological environment and achieve ecological safety.This article analyzes the problems existing in the forest logging quota system,and puts forward suggestions and measures to improve the forest cutting quota system,aiming to promote the forest logging quota system to be more scientific and reasonable,and more in line with the sustainable development requirements of forestry.
