Hydrogen Energy Strategy Operation Practice and Its Development Countermeasures in China

与发达国家相比,我国缺乏氢能发展的整体顶层设计,以及战略规划、专项规划和政策体系。氢能产业发展时间表、路线图、施工图尚待明确,氢气仍被纳入危化品进行管理,加氢站审批难度较大,对氢能产业发展形成制约。必须加快明确在“双碳”背景下的氢能产业发展思路,确定氢能产业在能源体系中的角色定位、阶段性可量化指标、产业链各环节的发展重点,构建促进氢能产业良性发展的体制机制。

Compared with developed countries,China lacks the overall top-level design of hydrogen energy development,as well as strategic planning,special planning and policy system.The timetable,roadmap and construction plan for the development of hydrogen energy industry are yet to be clarified,and hydrogen is still included in the management of hazardous chemicals,and it is difficult to approve hydrogen refueling stations,which is a constraint to the development of hydrogen energy industry.It is necessary to speed up the clarification of the development idea of hydrogen energy industry in the context of“double carbon”,determine the role and positioning of hydrogen energy industry in the energy system,the quantifiable indexes in stages,the development focus of each link of the industry chain,and build the institutional mechanism to promote the benign development of hydrogen energy industry.
