关于新形势下基层海事管理机构行政审批制度改革的思考

Consideration on the Innovation of Basic Level Maritime Management Organization Administrative Review and Approval System under the New Circumstances

近年来,随着国家“放管服”改革向纵深推进,人民群众对政府部门提高公信力、执行力的期待不断增强,行政审批制度改革是重要着力点。海事管理机构作为国家水上交通安全主管机关,在肩负维护水上交通安全监管使命的同时,也承担着重要的行政审批职能。以基层海事管理机构“Z海事局”为例,分析海事行政审批制度改革的现状与存在的问题,提出推进海事行政审批制度改革的对策和建议。

In recent years,with the further development of the national reform on"streamline the administration,delegate power,and improve government services",people's demand for government departments to improve their credibility and execution has kept increasing,with the reform of administrative approval system as a focus.As the competent authority of national maritime traffic safety,the Maritime Safety Administration not only undertakes the responsibilities of maintaining maritime traffic safety,but also performs important functions in administrative approval.Taking"Z Maritime Safety Administration"as an example,this paper analyzes the current situation and existing problems of the reform and puts forward countermeasures and suggestions on further promoting the reform.
