摘要 随着国际海事组织(IMO)温室气体减排战略的实施和各国绿色航运政策的出台,船舶岸电作为减少船舶靠泊期间大气污染物排放的最有效措施,越来越受到业界重视。通过研究船舶岸电发展现状,对国内岸电设施目前存在的“建而不用”的问题进行了深入分析,提出了以港口群一体化岸电建设为基础,以清洁能源自生产、储能和综合运营一体化为核心,以船舶岸电专业服务机构为载体的新型船舶岸电建设和运维模式,以期推动航运业绿色发展转型,助力我国尽早实现“双碳”目标。 Cold ironing,as one of the most effective measures to reduce air pollutant emissions during ship berthing,has drawn increasing attention from the shipping industry.It has become a hot issue,particularly since the implementation of the International Maritime Organization(IMO)strategy on reducing greenhouse gas emissions from ships and the development of green shipping policies by different countries.Based on an introduce of the development of cold ironing in China,the paper probes into the reasons why most of the cold ironing systems in China have been deployed but not yet fully utilized.It further proposes an innovative mode for the construction and operation of cold ironing,taking the integration of port groups as the basis,the integration of the self-production,storage,and operation of clean energy as the core,and specialized service institutions as the carrier,so as to promote the green development and transformation of shipping industry and facilitate China in achieving carbon peaks and carbon neutrality as early as possible.
