Analysis on the Problems of the Fourth Ships Implementing NSM Code and Associated Countermeasures

船舶安全管理体系的运行在提高航运公司安全与防污染管理水平、保障船舶安全方面起着重要作用。第四批实施《中华人民共和国船舶安全营运和防止污染管理规则》(NSM规则)的船舶,普遍存在着航运公司规模和船舶吨位偏小、船舶配员偏少、船舶结构和设备相对简单等特点,在运行体系过程中存在意识薄弱、适应度不高、监控不到位等问题,应从加强思想引导、持续完善体系文件、突出“关键人”作用、探索监管新模式等方面加以解决。

The application of ship safety management system plays a significant role both in enhancing the safety and pollution prevention management of shipping companies and ensuring ship safety.The ships covered by the fourth-stage implementation of the the Provisions by the People’s Republic of China on the Safe Operation and Pollution Prevention of Ships(NSM)are generally characterized by the small size in both the shipping company and ship tonnage,the small number of ship manning and relatively simple ship structures and equipment,with weak awareness,inadequate adaptability and lack of monitoring in the operation of the system.It is suggested to solve the above problems from the perspectives of enhancing guidance,improving system documents,emphasizing the role of the key person and seeking new modes of supervision.
