摘要
南水北调中线工程改善了南北供水格局,发挥了巨大经济、社会、环境效益;但干渠输水距离长,存在突发水污染事件并导致中线工程存在断水风险。针对中线工程突发水污染事件应急调控问题,考虑中线工程污染物来源和发生位置的不确定性以及污染物类型的不同,运用事故区段分段调控的手段,以事故发生地为中心,将干渠划分为上游段、事故段和下游段进行分段调控,构建了一种南水北调中线工程中针对突发水污染事件的应急处理策略,满足供水安全要求。
The middle route of South-to-North Water Diversion Project has improved the pattern of water supply between the south and the north,and has brought great economic,social and environmental benefits into play.However,due to the long distance of water conveyance in the main canal,there is a risk of water pollution emergencies which could lead to water cut-off in the middle route project.In view of the emergency regulation and control of water pollution emergencies in the middle route project,considering the uncertainty of pollutant sources and locations as well as the differences of pollutant types,the main canal is divided into upstream section,emergency section and downstream section by means of sectional regulation and control with the emergency place as the center.An emergency treatment strategy for water pollution emergencies in the middle route of South-to-North Water Diversion Project is constructed to meet the water supply safety requirements.
