随着社会主义市场经济的不断深化改革,在新发展理念指引下,社会资本参与项目作为政府与民间力量的有益合作,不断向社会公众提供公共产品和服务,为农村污水处理设施建设,对农村养殖污水处理模式的创新起到积极作用。然而,在农村地区常因资本和技术不足、缺乏专业化畜禽粪污资源化处理系统,导致农村生态环境被破坏的现象。从公共治理的角度出发,立足于农村畜禽粪污资源化利用项目实际调查,站在全产业链条视角,在模式应用、制度优化、政策引导等方面进行探索,以期找到适宜农村畜禽粪污资源化利用的新模式。

With the deepening of the socialist market economy,under the guidance of the new development concept,PPP projects,as a combination of government and social capital,continue to provide public products and services to the society,and contribute to the construction of rural sewage treatment facilities,and the impact Innovation has played a positive role.However,in rural areas,due to insufficient capital and technology,the lack of a specialized livestock and poultry manure resource treatment system has led to the destruction of the rural ecological environment.This article is from the perspective of public governance and based on the actual investigation of the resource utilization project of rural livestock and poultry manure,from the perspective of the entire industry chain,it explores the application of models,system optimization,and policy dividends in order to find a new model suitable for rural farming wastewater treatment.
