乡村责任共同体的实践逻辑及其治理优势--基于赣西G镇的经验考察

The Practical Logic and Governance Advantages of Rural Responsibility Community--Based on the Experience of G Town in Western Jiangxi Province

乡村关系是国家治理进入乡村社会的通道。新时代背景下,对广大中西部地区农村而言,广泛出现于税费时期的乡村利益共同体关系模式和存在于部分发达地区的乡村行政共同体关系模式不具有存续的空间。赣西G镇通过村治主体的中农化、片组制度的设置以及积极与村干部进行情感互动实现了乡镇两级基于治理责任的连带和捆绑,将村干部吸纳至乡镇的工作任务框架中,建构乡村责任共同体这一乡村关系模式。这一乡村关系模式不仅强化了乡镇治权,而且维系了乡村社会的简约治理模式,保存了村民自治空间,较好地解决了下达至乡镇的国家工作任务向村庄社会的落地问题,化解了乡镇对村干部的动员难题,实现了乡政与村治的有效衔接。乡村责任共同体关系模式可成为中西部地区乡村关系的发展方向。

The relationship between township and village is the channel for the state governance to enter the rural society.Under the background of the new period,for the vast number of rural areas in the central and western China,the relationship model of interest community between township and village,which widely appears in the tax period,and the relationship model of administrative community between township and village,which exists in some developed areas,have no spale for survival.G town in western Jiangxi Province has realized the joint and binding of governance responsibility based on middle peasants as village cadres,the grouping system and the positive emotional interaction with village cadres.It has absorbed village cadres into the work task framework of township government,and constructed the relationship model of responsibility community between township and village.The model of responsibility community between township and village not only strengthens the governmental power of towns,but also maintains the simple governance model of rural society and preserves the space of villagers’autonomy,better solves the problem of the implementation of the national work tasks assigned to township to village society,solves the problem of the mobilization of village cadres by township government,and realizes the effective connection between township government and village governance.The mode of responsibility community relationship between township and village can become an development direction of relations between township and village in the central and western China.
