“Goal Determines the Path”:Strategies for Promoting the High-quality Development of Social Organizations in the Yangtze River Delta Integration

长三角城市群作为我国最有竞争力的城市群之一,社会组织具备数量庞大、发展活跃、参与经济社会发展广度和深度显著的特点,一体化意味着长三角社会组织联动性增强,发展水平提升。推进社会组织高质量发展是顺应长三角一体化形势,提升社会组织治理效能的重要目标,该目标集聚了社会组织驱动力、主体性、专业性、规范性和协同性五方面意涵特征,旨在突破社会组织在长三角一体化中表现出的跨区域发展动力不足、部分组织主体意识有待激活、社会组织整体专业化程度尚需提升、优秀实践规范化程度不高和协同性活动能力需要加强五重困境。对此,可“以标定轨”,具体规划社会组织优化路径,提出推进长三角一体化社会组织高质量发展以党建引领、空间让渡、枢纽服务、政策支持和开通多元合作渠道为核心的五重策略,以期提升社会组织角色功能,更好发挥治理作用,助力长三角一体化发展。

As one of the most competitive urban agglomerations in China,the Yangtze River Delta is characterized by a large number of social organizations,active development,and significant participation in the breadth and depth of economic and social development.Integration means that the linkage of social organizations in the Yangtze River Delta is enhanced and the development level is improved.Promoting the high-quality development of social organizations is an important goal to respond to the integration of the Yangtze River Delta and improve the effectiveness of the governance of social organizations.This goal gathers the five implications of the driving force,subjectivity,professionalism,standardization and synergy of social organizations,and aims to solve the lack of cross regional development power of social organizations in the integration of the Yangtze River Delta.The awareness of some organizations needs to be activated,the overall specialization of social organizations needs to be improved,the standardization of excellent practice is not high,and the ability of collaborative activities needs to be strengthened.In this regard,we can“determine the path by goals”,specifically plan the optimization path of social organizations,and put forward five strategies to promote the high-quality development of integrated social organizations in the Yangtze River Delta,focusing on Party construction guidance,space transfer,hub service,policy support and opening multiple cooperation channels,in order to improve the role and function of social organizations,give better play to the role of governance and contribute to the integrated development of the Yangtze River Delta.
