新发展格局下,建设上海自贸区是打造中国经济“升级版”的重大国家发展战略。上海自贸区通过改革创新来建设国际化的市场经济体系,也必然会对原有重审批、轻服务和监管的政府职能带来极大挑战。为有效应对挑战,加快政府职能转变成为试验区建设的首要任务。在高水平服务型政府理论指导下,上海自贸区政府在依法行政、服务行政、事中事后监管、协同治理等层面进行转变政府职能的先行先试,实现了政府职能方向、职能重心、职权职责范围、职能实现方式等的调整和转变。梳理上海自贸区政府职能转变的新特点,有利于自贸区经验的借鉴和推广。

To build China(Shanghai)pilot free trade area is major national strategy to make China’s economy“upgrade”under the new situation.Shanghai pilot free trade zone want to build a new,international market economy system through reformation and innovation.It will inevitably raise great challenges to the original government functions and management system that originally attach great importance to examination and approval but despise services and supervision.To effectively cope with challenges,to speed up the change of government function become the primary task of the construction of Shanghai pilot free trade area.Under the guidance of the theory of service-oriented government,multi governance theory and collaborative governance theory,the Shanghai pilot free trade zone government has made a first try to change the government function in the aspects of administration according to law,service administration,supervision after the event and collaborative governance.The adjustment and transformation of the government function direction,function center,scope of functions and responsibilities,and the way of function realization are realized.Combing the new characteristics on the government functions transformation of Shanghai pilot free trade zone,it is advantageous for the experiences of Shanghai pilot free trade zone to be referenced and promoted.
