The governance of Tibet was a big headache for Emperor Qianlong,who consulted his teacher and friend Icang skya Hutuktu III.Qianlong suggested that he abolish Tibetan autonomy,and send in a governor,military commander,magistrate and troops,as in the provinces of the inland areas.Taxation and justice would be administered by officials sent by the central government.
