利用渡口支线实现攀枝花市内货运“公转铁”方案研究

Research on the Scheme of Utilizing the Existing Dukou Branch Line to Shift Freight Traffic from Road to Railway in Panzhihua City

摘要 基于攀枝花市内货运高度依赖道路运输,超载、抛洒污染、交通拥堵等问题突出,通过对攀枝花市内货运特征、枢纽内点线能力等情况的分析,确定攀枝花市内货运"公转铁"的总体原则,在提出打通货运"最后一公里"运输方案的基础上,研究利用渡口支线实现"公转铁"的系列方案,经过多指标综合比选分别从社会总成本最低和一次性投资最省2个角度给出可选方案,对解决攀枝花市内货运面临问题、利用既有铁路实现"公转铁"、提高运输效率、降低运输成本具有一定借鉴意义。 The freight transport in Panzhihua is highly dependent on road transportation,and problems such as overloading,spilling pollution,and traffic congestion are prominent.By analyzing the characteristics of the freight transport in Panzhihua and the railway hub’s coordinate capacity of stations and lines,etc.,this paper determined the general principle of shifting Panzhihua’s freight traffic from road to railway to deal with the“last mile”problem of freight transportation.On this basis,this paper researched a series of plans of utilizing the Dukou branch line to shift freight traffic from road to railway.Optional schemes were proposed from the perspectives of the minimum overall social cost and the minimum one-time investment respectively after comparing multiple indicators.The research is of great reference significance for solving the problems of freight transport in Panzhihua by utilizing existing railways to shift freight traffic from road to railway to improve transportation efficiency and reduce transportation costs.
