全面建成小康社会后的贫困治理与乡村发展

China's poverty alleviation and rural development after completing the task of building a prosperous society

在实现全面建成小康社会的目标后,我国“三农”工作的重心正逐渐由脱贫攻坚转向乡村振兴.与中国减贫和乡村发展丰富的实践创新和取得的伟大成就相比,具有原创性的理论研究还较为不足,难以为乡村振兴战略落地实施提供足够支撑.基于中国实践总结经验,探究不同时期贫困和乡村发展的变化特征与一般规律,发展具有中国特色原创性理论,既有助于增进国际主流学界对贫困和乡村转型问题的理解,也有助于为当前巩固拓展脱贫攻坚成果、重塑城乡关系、健全乡村治理体系、提高农业供给质量和效益等重要问题提供支撑.

After achieving the goal of building a prosperous society,the focus in the work of Sannong(work related to agriculture,rural areas,and farmers)is gradually shifting from poverty alleviation to rural revitalization.Compared with the rich practical innovation and great achievements of China,s poverty reduction and rural development,the original theoretical innovation is still very inadequate,and current research is still not enough for implementation of the Rural Revitalization Strategy.Based on China's great practice,summarizing China's experience in poverty reduction and rural development,exploring the characteristics of poverty dynamics and laws of rural development changes in different periods,and developing theories with Chinese characteristics,which will not only help to enhance the understanding of poverty and rural-urban transformation,but also help to provide support for important issues such as consolidating and expanding the achievements of poverty alleviation,reshaping the relationship between urban and rural areas,improving the rural governance,and improving the quality and efficiency of agricultural supply,etc.
