构建自贸港法规体系,是打造海南自贸港持续优化便利化、国际化、法治化营商环境的根本要求。自贸港法规体系凸显自贸港基本制度特色中国化、经济形态机制开放化、治理机制透明化、经贸规则国际化等特性,其推动自贸港法治创新,促进和保障自贸港制度集成创新。实行"两步两分"规划原则,成为自贸港法规体系构建的规划目标内容及其时间安排。习近平法治思想是自贸港法规体系构建的指导思想,《自贸港法》是构建自贸港法规体系的规划依据和基准导向,《自贸港方案》"614"制度是自贸港法规体系构建对象内容,强化党的全面领导和党建引领是自贸港法规构建最根本的保障机制。既要充分发挥海南行使自贸港立法权的主动性,又要高度重视海南与国务院有关部门"会同立法"的灵活性与协同性。
