摘要 随着"双减"政策的落实,"双减"一定会取得显著成效。但"双减"要更加有力、有效,特别是要长效化,在落实"双减"政策时,尤为重要的是应重视运用法治思维、法治方式,采取大力提高家长教育水平、大力治理学校与校外培训机构之间的"媾和"现象和社会与学校有别的改革、"大开大合"的谋划等措施。同时,要确保基础教育的公平,减轻学生作业负担不应"一刀切",而应区别对待。"双减"提出的减轻义务教育阶段学生过重的作业负担主要针对的应是城市学生,特别是大中城市学生。采取"一刀切"式的减轻学生作业负担,会拉大城乡儿童发展的差距。 With the implementation of the"double reduction"policy,the"double reduction"will surely achieve remarkable results.However,in order to make the"double reduction"more powerful and effective,especially to achieve long-term effectiveness,in the implementation of the"double reduction"policy,it is particularly significant to pay attention to the use of rule of law thinking and methods,and take measures such as greatly improving the education level of parents,vigorously controlling the phenomenon of"integration"between schools and off-campus tutoring institutions,as well as the different reforms between society and schools,"systematic and holisticplans"and other measures.At the same time,to ensure equity in basic education,reducing students’homework burden should not be"one-size-fits-all",but should be treated differently.The"double reduction"proposed to reduce the excessive homework burden of students in compulsory education should be mainly aimed at urban students,especially students in large and medium-sized cities.Adopting a"one-size-fits-all"approach to reduce students’homework burden will widen the gap between urban and rural children’s development.
