全域旅游是以旅游资源优势区为核心、以旅游业为依托、以空间全景化为布局,以推进区域协调发展、管理体系可控为方向的一种与时俱进的发展理念与模式。实现全域旅游需要借助"多规合一",综合利用文化、工业、农业和水利等多项资源要素,确保各组成部门齐抓共管、协同推进。经过多年的发展,吉林省全域旅游已初具规模。因此,吉林省应抓住时机,通过"多规合一"提高全域旅游的发展效率,实现旅游业的提质升级,进而促进吉林省经济社会的协调有序发展。

All-areal tourism is a development concept and model that keeps pace with the times,in which tourism resources are considered as the core,tourism industry as the support,spatial panorama as the layout,and promoting coordinated regional development and controllable management system as the direction. In order to achieve all-area tourism,firstly,it is important to rely on the reform to replace multiple plans for city( county)development with one master plan. In addition,it is necessary to make full use of multiple resources such as culture,industry,agriculture,and water conservancy so as to ensure that the various departments of the State Council work together to manage and advance in coordination. After years of development,Jilin Province’ s all-area tourism has begun to take shape. Therefore,firstly,it is important for Jilin Province to seize the opportunity to improve the efficiency of all-area tourism development based on the reform to replace multiple plans for city( county) development with one master plan. Secondly,it is still crucial to improve the quality of the tourism industry. Finally,it is vital to promote the coordinated and orderly development of the economy and society in Jilin Province.
