基于自然资源调查监测现状的统一体系构建研究

Research of Construction Unified System Based on Status of NaturalResources Surveying and Monitoring

构建统一调查监测体系,是实现自然资源管理“两统一”职责的基础,是贯彻生态文明思想的重要举措。本文从当前各类自然资源调查监测现状出发,客观梳理总结出分类体系、技术方法、数据生产和法律规章四类问题,并提出制定分类体系和技术规范,形成数据底版以及建设数据平台的思考和建议。

A sustainable and ecological society needs a unified surveying and monitoring system of the natural resources.Focusing on the current status of various natural resources surveying and monitoring,the study objectively summarizes four types of issues:classification system,technical methods,data production,laws and regulations.Then,the study proposes some ideas and suggestions to constructing this system,include formulate classification systems,technical specifications,production base map and build a data platform.
