基于扎根理论的政府开放数据价值共创影响因素研究

A Grounded Theory Approach to Influence Factors of Value Co-creation of Government’s Open Data

在政府开放数据开发利用背景下,推动政府开放数据价值共创的开展必然受到多种因素的影响,只有系统识别和分析这些影响因素,才能从不同的层面设计相应的保障策略,从而确保政府开放数据价值共创的顺利开展。通过深度访谈获得原始数据,应用扎根理论进行开放式编码、主轴编码、选择性编码,形成概念与范畴,构建政府开放数据价值共创影响因素模型。研究发现,认知因素、需求因素、动机因素、技术因素、资源因素和政治经济因素6个主范畴是政府开放数据价值共创的影响因素。其中,认知因素、需求因素和动机因素是政府开放数据价值共创的内部因素,它影响不同利益相关者参与价值共创的意愿;技术因素、资源因素和政治经济因素是政府开放数据价值共创的外部因素,影响政府开放数据价值共创的实际行动;价值共创的意愿影响实际行动,并最终影响政府开放数据价值共创的开展。

Under the background of government open data development and utilization,the promotion of value co-creation of government open data is bound to be influenced by many factors.Only by systematic identification and analysis of these factors we can guarantee that strategies be designed from different levels to ensure the smooth development of value co-creation of government’s open data.The author obtained the original data through in-depth interviews,applied the grounded theory to open coding,spindled coding and selective coding,formed concepts and categories,and built the model of influencing factors for value co-creation of government’s open data.Cognitive factors,demand factors,motivation factors,technical factors,resource factors and political and economic factors are the influencing factors for the co-creation of government’s open data value.Among them,cognitive factors,demand factors and motivation factors are internal factors for value co-creation of government open data,which affect the willingness of different stakeholders to participate in value co-creation.Technical factors,resource factors and political and economic factors are external factors for the value co-creation of government’s open data,which affect the actual actions of the value co-creation of government open data.The willingness of value co-creation influences the actual action and ultimately the government’s implementation of open data value co-creation.
