长输天然气管道高后果区识别及管控措施

Research on Identification and Control Measures of High Consequence Zones of Long-Distance Natural Gas Pipelines

油气输送管道高后果区具有风险高、管理难、伤害大的特点,其管理需要地方政府、管道企业联合发力。针对这一问题,寻求一种可以对高后果区域进行有效管控的办法,并在总结前人经验的基础上,综述了相应的风险管理措施,以期通过这些办法,保证使高压天然气管道输送任务能够安全高效地完成。

High-consequence areas of oil and gas pipelines have the characteristics of high risk,difficult management,and great harm.Their management requires the joint efforts of local governments and pipeline companies.This article aims at this problem and seeks an effective management and control of high-consequence areas.Based on previous experience,combined with the author’s daily management experience,the author summarizes the corresponding risk management measures in order to ensure that the high-pressure natural gas pipeline transportation task can be completed safely and efficiently through these methods.
