深圳市国土空间规划标准单元制度研究

Study on Standard Unit System of Spatial Planning of National Land in Shenzhen City

深圳市国土空间规划标准单元具有纵向可传导、横向可评估、内部可平衡、实施可监督等特征,其主要承担地理空间单元角色,协助推动深圳市业态复合发展,并承担上下位规划管理与传导、公共设施缺口分析、规划评估及规划信息之动态监测等城市管理功能。结合龙岗区公共设施缺口实例分析发现,深圳市国土空间规划标准单元作为小尺度的地理单元,具备更强的城市空间耦合作用,但该制度之应用普适性仍缺乏检验,需提出更科学有力的标准单元划定标准及规划功能评估指标,以指导实现该制度的推广应用。

The standard unit of Spatial Planning of National Land in Shenzhen has the characteristics of vertical conduction,horizontal evaluation,internal balance and supervision of implementation.It mainly assumes the role of geospatial unit,assists in promoting the complex development of Shenzhen's business format and undertakes superior and subordinate planning management and communication,urban management functions such as gap analysis of public facilities,planning evaluation and dynamic monitoring of planning.Combining with the application examples of the analysis of gaps in public facilities in Longgang District,Shenzhen city,it could be found that the standard unit of Spatial Planning of National Land in Shenzhen,as a small-scale geographic basic unit,has a stronger urban spatial coupling effect.However,the universality of the application of the system is still lack of test.It is necessary to propose more scientific and powerful standard unit delineation standards and planning function evaluation indicators to guide the implementation of the system's popularization and application.
