大气监督帮扶是打好污染防治攻坚战的重要制度性安排,是促进重点区域环境空气质量持续改善的有效举措。文章通过研究大气监督帮扶的内涵、作用机制和特征等,认为其是推进大气环境治理体系和治理能力现代化的重要途径、依托督查企业环境问题撬动各方形成合力的重要尝试、转变传统环境管理方式的重要实践,并对大气监督帮扶对环境治理体系和治理能力现代化的推进效果进行了评估。

The intensified inspection on air pollution is an important institutional arrangement for the battle to prevent and control the pollution,and it is also an effective measure to continually improve the air quality in key areas.By analyzing the connotation,mechanism and characteristics of the intensified inspection on air pollution,it is considered as an important lever for modernizing the environmental governance system and capacity,an necessary test for all the different social groups to achieve synergies by carrying out supervision and inspection on corporate environmental problems,as well as an important practice to transform the traditional environmental management.Furthermore,this paper evaluates the effectiveness of the inspection arrangements in modernizing of the environmental governance system and capacity.
