摘要 VOCs治理设施的有效运行是保障废气持续稳定达标排放和实现污染减排的重要因素,对"十四五"深化治理工作的推进起到关键作用,也为现场稽查和绩效评估的开展奠定了基础。文章通过基于对影响VOCs治理设施"三率"效果的关键影响因素的识别,以年为时间维度,以提升治理设施运行管理有效性为目标,运用专家咨询法、层次分析法(AHP),首次构建了VOCs治理设施运行管理有效性评估的四级指标体系,包括目标层、系统层(2个二级指标)、因素层(12个三级指标)和指标层(40个三级指标)。对4个典型行业60家企业评估发现,不合格率为30%,涂料制造行业平均评分最低,治理收集和控制监管有待加强。该指标系统具有可行性,建议用于生态环境管理部门评估和企业自评。 The effective operation of VOCs emission control facilities is the key to ensure a long-term to achive the release standard of VOCs and to realize VOCs abatement.The operation effectiveness is crucial to facilitate the VOCs control throughout the implementation of Fourteenth Five-year Plan,and it is fundamental to the application of on-site inspection and VOCs abatement performance evaluation.Based on the identification of key indicators to capture ratio,operation rate,and abatement efficiency on VOCs emission control facilities,this paper builds the 4-layered system with the annual evaluation duration to upgrade the facility operation effectiveness.The system is composed by the target layer,system layer(2 second-grade indicators),factor layer(12 thirdgrade indicators),and indicator layer(40 third-grade indicators)through the methodology of expert consulting and Analytic Hierarchy Process(AHP).The case study on 60 firms from 4 typical VOCs discharge industries indicates that 30%of the firms failed the indicator system.Paint manufacturing has the lowest average grades,and has the potential to improve the treatment and management of facilities.The indicator system is feasible for the administrative department and the enterprises on evaluation of VOCs emission control facility operation effectiveness.
