摘要
基于“十四五”全面绿色转型的政策导向,分析秦岭地区产业绿色转型发展的可行性以及评价的必要性,运用层次分析法构建结构模型,结合秦岭地区产业绿色发展的政策导向和发展现状,秉承科学性、系统性和合理性原则设置A经济发展绿色转型、B资源利用绿色转型、C环境保护绿色转型、D产业持续发展绿色转型4个一级指标以及下属10个二级指标和30个三级指标并计算赋权。同时对评价主体、评价对象、评价平台构建、评价结果运用进行说明,构建系统评价指标体系。
Based on the policy orientation of comprehensive green transformation of“the 14th Five-Year Plan”,this paper analyzes the feasibility of industrial green transformation development in Qinling Region and the necessity of evaluation;this paper used the analytic hierarchy process to build a structural model;by combining the policy orientation and development status of industrial green transformation development in Qinling Region,and adhering to the principles of scientific nature,systematicness and rationality,four first-level indicators were set:A.green transformation of economic development,B.green transformation of resource utilization,C.green transformation of environmental protection,D.green transformation of sustainable development of the industry;and 10 subordinate second-level indicators and 30 third-level indicators were set to calculate the assigned weights;at the same time,the evaluation subject,the evaluation object,the construction of evaluation platform,the application of evaluation results were explained,and a systematic evaluation index system was constructed.
