民营经济高质量发展促进政策下企业满意度探讨——基于ACSI模型研究

Discussion on Enterprise Satisfaction under the Policy of Promoting High-quality Development of Private Economy——Based on ACSI Model Research

基于ACSI模型理论结合民营企业扶持政策实际状况提炼出民企对政府人员的期望、政策质量感知、政策效果感知和民企满意度4个潜变量,构建民营企业扶持性政策执行效果满意度模型,并用SEM方法对该满意度模型进行检验和定量分析。研究结果表明:民营企业对政策执行效果的评价一般;变量4受变量1、变量2及变量3的直接影响,而在这些变量之中,变量1又直接影响变量2和变量3,变量2直接影响变量3;在模型中,变量2和变量3是中介变量,而由这两个中介变量所连接形成的三组中介效应均达到显著水平。基于以上结果,对民营企业扶持性政策的实施提出一些建议。

Based on the ACSI model theory and the actual situation of supportive policies for private enterprises, this paper abstracted four latent variables: “private enterprises’ expectation of government personnel”(variable 1), “perception of policy quality”(variable 2), “perception of policy effect”(variable 3), and “satisfaction of private enterprises”(variable 4)to construct the satisfaction model of the implementation effect of supportive policies for private enterprises, and used SEM to test and quantitatively analyze the model. The main results are as follows: The evaluation of private enterprises on the effect of policy implementation is not high;variable 4 is directly affected by variables 1, 2 and 3, and among these variables, variable 1 directly affects variables 2 and 3, and variable 2 directly affects variable 3. In the model, variables 2 and 3 are mediating variables, and the three groups of mediating effects formed by these two mediating variables reach significant levels. Based on the above results, this paper puts forward some suggestions on the implementation of supportive policies for private enterprises.
