Historical Retrospect, Present Situation and Prospect of China’s Youth Policy

青年政策是国家政策体系的有机组成部分,有效有力的青年政策是促进青年事务发展的强大保障。随着中国共产党治理科学化水平的不断提升,青年政策制定及实施经历了侧重于行政动员的计划经济、侧重于社会服务的改革开放初期、侧重于制度系统的中国特色社会主义新时代三个阶段。作为一项新生事物,制度化、系统化的青年政策制定与落实对各方主体均带来一定的挑战:在外部因素方面,青年政策执行的协同治理体制机制还有待完善;在内部因素方面,共青团组织公共政策专业能力建设还有待提升。因此,需要在落实落细"党管青年"原则、加强共青团自身承接政府职能水平和提升共青团公共政策能力建设上进行全新变革。

Youth policy is an organic part of the national policy system. An effective and powerful youth policy is a strong guarantee to promote the development of youth. With the transformation of the CPC’s governing concept and the continuous improvement of the scientific governance, the formulation and implementation of youth policies have experienced three stages: administrative mobilization in the era of planned economy, social services in the early period of reform and opening-up, and institutional system in the socialism with Chinese characteristics for a new era. As a new thing, the institutionalized and systematic formulation and implementation of youth policies bring certain challenges to all subjects: taking the Communist Youth League as the logical origin, in terms of external factors, the collaborative governance system and mechanism of youth policy implementation needs to be improved. In terms of internal factors, the professional capacity-building of public policy of the Communist Youth League needs to be enhanced. Therefore, it is necessary to carry out new changes in the implementation of the principle of "the party governing youth" and strengthen the ability of the Communist Youth League to undertake government functions and public policies.
