基于大数据的农业保险保费补贴绩效评价研究——体系构建与应用框架

Big Data-Based Performance Evaluation of Agricultural Insurance Premium Subsidies——System Construction and Application Implementation

本文基于大数据构建了农业保险保费补贴的绩效评价体系,提出了评价业务需求指标到大数据体系三种形态的转变,针对传统评价权重的困境,可以通过线性组合向非线性组合的拓展、大数据空间下评估相对绩效水平等做法进行改进,同时也为异质性项目提供了统一的处理方法。在此基础之上,论文通过多层次大数据域、数据和业务中台域等关键组成,从应用框架的角度进一步落实了评价体系的实施,并通过跨部门大数据共享机制与区块链技术、特征提取与人工智能技术、经验积累与知识图谱技术等新技术应用对核心难点进行了阐述。最后还提出了整体的规划、试点安排、激励等相应的制度建议与思考。

This paper builds a performance evaluation system for agricultural insurance premium subsidies based on big data.The system includes a shift from evaluating business demand indicators to three forms of big data systems,and in response to the dilemma of traditional evaluation weights,it can be improved by the expansion of linear to non-linear combinations,and the improvement of relative performance levels under large data spaces,while considering a uniform approach to heterogeneous projects.On this basis,the paper further discusses the implementation of the evaluation system from the perspective of the application framework through key components such as multi-level big data domains,data and business middle-stage domains,and elaborates the core difficulties through the application of new technologies such as cross-sector big data sharing mechanism with zzblockchain technology,feature extraction with artificial intelligence technology,experience accumulation with knowledge mapping technology,and finally puts forward the overall planning,pilot arrangements,incentives and other corresponding system suggestions and thinking.
