The Multiple Logics of Street Governance and Urban Spatial Reproduction in China

城镇街面治理是基层社会治理的重要领域,体现了城市街面秩序何以可能的治理术问题,也在一定意义上代表了中国特色的社会治理体系与政治过程。街面治理作为城镇公共空间再生产的形式是政治、资本、生活三重逻辑共同作用的结果,政治逻辑体现了引领城市更新的政治目标,资本逻辑体现了以资本增值为目的,提升空间交换价值而形成的改造动力,这些力量深刻内嵌于人们的日常生活之中,被整合于整体性的治理体系下,既体现了街面治理的形成过程,也推动着街面治理实践的实施。

Street governance is a new realm for governance researches.Understanding street governance is an understanding of China’s urbanization process and the governance of China’s grassroots society.This paper proposes an analytical framework for public space governance,focusing on the relationship between power,capital,life and the three logics behind the“production”of street space.The logic of street life embodies an idea closely connected with people and solid action.The street capital logic embodies an exchange system and a way of thinking aiming to increase capital value.Street power logic,which embodies the modern concepts of political elites,also demonstrates the operation of space power.The public space governance shows how to promote the reshaping of order,the involvement of social forces and adopting gentle governance along with other flexible power practice.
