土地确权对农村劳动力转移的影响

The impact of land ownership certification on rural labor transfer

基于CHFS 2015数据,采用Tobit回归模型和OLS回归模型分析土地确权对农村劳动力转移的影响,以及采用中介效应模型分析土地流转在土地确权对农村劳动力转移影响中的中介效应,并分析不同规模化经营下土地确权对农村劳动力转移影响的差异性。研究发现:土地确权整体上负向影响农村劳动力转移;土地流转在土地确权对农村劳动力转移的影响中具有部分中介效应;不同规模化经营下土地确权对农村劳动力转移的影响具有差异性。据此提出,进一步完善土地确权以增强农户土地预期,规范土地流转以盘活农村土地资源,促进农户分化以优化劳动力资源配置等对策,以提高土地资源利用效率和推进农村劳动力转移。

Based on the data of China Household Finance Survey(CHFS)in 2015,this paper empirically analyzes the impact of land ownership certification on rural labor transfer by using Tobit model and OLS model,and tests the mediating effect of land inward transfer between land ownership certification and rural labor transfer by using mediation effect model,and further explores the impact of land ownership certification on rural labor transfer under different scale operations.The results show that land ownership certification has a negative impact on rural labor transfer as a whole.Land inward transfer has a partially mediating effect between land ownership certification and rural labor transfer.The effect is different in the impact of land ownership certification on the rural labor transfer under different scale operations.Accordingly,the paper puts forward some countermeasures,such as improving land ownership certification to enhance farmers′land expectations,regulating land inward transfer to revitalize rural land resources,and promoting differentiation of farmers to optimize labor resource allocation,so as to improve the utilization efficiency of land resource and promote the transfer of rural labor.
