摘要
2021年中国碳市场正式启动上线交易。江西省作为非试点地区首次参与全国碳市场,通过分析江西省参与全国碳市场现状情况,发现存在重点排放单位认识不够、缺乏碳市场经验,核查技术服务机构服务水平和主管部门参与全国碳市场能力有待加强等问题,建议:1)重点排放单位应重视碳排放数据管理,增强碳资产管理意识,及时跟踪最新碳市场相关政策。2)主管部门要强化对参与全国碳市场各个主体的监督管理。3)全方位有针对性的大力开展全国碳市场能力建设培训。
In 2021,national emission trading system officially launches online trading.As other areas in jiangxi province for the first time to participate in the national emission trading system,through the analysis of Jiangxi province to participate in the carbon market present situation,found the key emissions unit understanding is not enough,lack of experience in the carbon market,verification technical service organization in charge of the service level and ability to participate in the national emission trading system remains to be strengthen,suggested that:1)Key emitters should attach importance to carbon emission data management,enhance awareness of carbon asset management,and timely track the latest carbon market-related policies.2)The competent authorities should strengthen the supervision and management of each participant in the national emission trading system.3)Comprehensively carry out targeted capacity building training for the national emission trading system.
